Update pipeline tag and add paper link

This PR improves the model card by:
- Updating the
pipeline_tagfromsentence-similaritytofeature-extraction, which more accurately describes the model's primary function of generating embeddings for various downstream tasks. - Adding a direct link to the associated paper, Multilingual JobBERT for Cross-Lingual Job Title Matching, for better context and discoverability.
